<p style="text-align: left;"><strong>“Over the years, I have been fortunate to highlight a number of inspirational, trailblazing leaders through the senate’s Women of Distinction program, and this year is no different,” </strong>said Senator Seward. <strong> “Rosalie Burgher has been a driving force in the Olive community for the past six decades and shows no signs of slowing down.”</strong></p>
<p style="text-align: left;">Rosalie has been a fixture with a number of community organizations.  Her greatest contribution was helping found the Olive Free Library.  From the time of its inception to present day, Mrs. Burgher has been vital in the library’s operation and growth.  She has helped collect book donations to fill the shelves at the original library, raise funds for construction of a new building, and held virtually every library position including director.  Even today, after stepping down as library director, she has stayed on in a staff position at the age of 86.</p>
<p style="text-align: left;"><strong>“When I called to congratulate Rosalie on her selection as a ‘Woman of Distinction’ she wasn’t home.  Instead, she was at the library hard at work – a typical day for her,”</strong> added Seward.</p>
<p style="text-align: left;">Rosalie devotes a great deal of her time and energy to community service organizations.   She has held leading roles with the local school PTA, the American Legion Auxiliary, Girl Scouts, Cub Scout, and many more.</p>
<p style="text-align: left;"><strong>“Rosalie is a devoted mother, grandmother and great grandmother to her own family and a counselor, teacher and advisor to everyone else she comes in contact with in the Town of Olive.  She embodies the meaning of a true ‘Woman of Distinction’ for all of her inspiring and continuing achievements,” </strong>Seward concluded.</p>
<p style="text-align: left;">The senate&#8217;s &#8220;Woman of Distinction&#8221; program was created in 1998 to honor New York women who exemplify personal excellence, or whose professional achievements or acts of courage, selflessness, integrity or perseverance serve as an example to all New Yorkers.</p>
<p style="text-align: left;">Previous winners in the annual event have included leading women from the worlds of business, academics and civic life, as well as those who have performed heroic or selfless acts, made significant discoveries or provided examples of personal excellence against difficult odds.</p>

				<content:encoded><![CDATA[<p style="text-align: left;" align="center"> MARGARETVILLE, NY, April 19, 2013 – The Catskill Watershed Corporation (CWC) will conduct a free class in Windham Friday, May 3 on septic system operation and maintenance.</p>
<p style="text-align: left;">“Your Septic System: What Every Homeowner Should Know” will be offered at 2 p.m. at the Windham Wastewater Treatment Plant at the intersection of NYS Route 23 and South Street. A tour of the treatment plant will follow for those interested in learning how the municipal system operates.</p>
<p style="text-align: left;">The class and tour are part of Schoharie Watershed Month coordinated by the Watershed Assistance Program of the Greene County Soil &amp; Water Conservation District. <p style="text-align: left;">Pre-registration for the septic class is not required. A free water saving kit will be provided for each household attending the class. For more information, call the CWC at 845-586-1400.</p>
<p style="text-align: left;">The class includes a slide program covering types of systems and how they work; basic biology and soil filtration concepts of wastewater treatment, and health and environmental effects that can result from failed septic systems.</p>
<p style="text-align: left;">Also explained are basic maintenance requirements of septic system components; how to protect against inflow and infiltration; the case against septic system additives, and troubleshooting when problems develop.</p>
<p style="text-align: left;">The roles and responsibilities of homeowners, regulators, engineers and contractors are defined.</p>

ASHOKAN RESERVOIR </strong><strong>FOUNTAIN FOR REMOVAL OF TREES DAMAGED BY HURRICANE SANDY</strong></p>
<p>The New York City Department of Environmental Protection (DEP) today announced that the east side of the public park space near the Ashokan Reservoir Fountain, off Route 28A in the town of Olive, will be closed from Thursday April 11 through Thursday April 25 to facilitate the clean-up and removal or trees toppled or damaged by Hurricane Sandy.  Hundreds of Norway Spruce and White Pine trees in a 15 acre area at the Ashokan were damaged during the storm. Aside from the area where trees are being removed, the public space at the Ashokan Fountain will remain open from dawn to dusk.</p>
<p>Through an open bid process, DEP contracted with a private timber harvester to remove the fallen trees at no cost to the City.  The harvester will pay DEP for the trees which will be recycled into enough lumber to build nearly 25 homes.</p>
<p>The project also includes clean-up work in the forest on the north shore of the East Basin at Jones Cove.  Fishing boats stored at Jones Cove will be accessible. However, anglers will be detoured around the forestry work.</p>
<p>Like all forest management undertaken by DEP, this project will employ best management practices to protect natural resources and maximize forest health.  Members of the public who have questions about the clean-up project or accessing areas near the forestry work may call Forester Todd Baldwin at 845-340-7854.</p>
<p>DEP manages New York City’s water supply, providing more than one billion gallons of water each day to more than 9 million residents, including 8.3 million in New York City, and residents of Ulster, Orange, Putnam, and Westchester counties.  This water comes from the Catskill, Delaware, and Croton watersheds that extend more than 125 miles from the City, and the system comprises 19 reservoirs, three controlled lakes, and numerous tunnels and aqueducts. DEP has nearly 6,000 employees, including almost 1,000 scientists, engineers, surveyors, watershed maintainers and others professionals in the upstate watershed.  In addition to its $68 million payroll and $153 million in annual taxes paid in upstate counties, DEP has invested more than $1.5 billion in watershed protection programs—including partnership organizations such as the Catskill Watershed Corporation and the Watershed Agricultural Council—that support sustainable farming practices, environmentally sensitive economic development, and local economic opportunity.  In addition, DEP has a robust capital program with over $14 billion in investments planned over the next 10 years that will create up to 3,000 construction-related jobs per year.  For more information, visit nyc.gov/dep, like us on Facebook at facebook.com/nycwater, or follow us on Twitter at twitter.com/nycwater.</p>

<p>Summer Youth Rec  is a six week program that runs Monday through Thursday during the summer at Davis Park in West Shokan. The program offers supervised daytime recreational activities for Olive&#8217;s youth. Bus transportation is provided for children ages 6 to 16. A half-day program is offered to children under age 6, however, private transportation is required. The program is run by the Recreation Director, Gene Sorbellini.</p>

<p style="text-align: left;" align="center">MARGARETVILLE, N.Y., April 4, 2013– The Catskill Watershed Corporation (CWC) held its 16<sup>th</sup> Annual Meeting of member towns April 2 when results of Director elections were announced and 2012 achievements were recounted.</p>
<p style="text-align: left;">Berndt Leifeld, Supervisor of the Town of Olive and one of two Ulster County representatives on the CWC Board, was reelected to a four-year term in balloting among ten fellow Ulster County Watershed Supervisors. Donald “Mike” Brandow, Supervisor of the Town of Conesville, was also re-elected. There are four Supervisors of Schoharie County Watershed Towns.</p>
<p style="text-align: left;">Officers of the Board for 2013-14 are President Georgianna Lepke of Neversink, First Vice President Berndt Leifeld of Olive, Second Vice President Robert Pelham of Windham, Treasurer James Eisel of Harpersfield and Secretary Brandow,</p>
<p style="text-align: left;" align="center"><strong>P</strong><strong>rogram achievements</strong></p>
<p style="text-align: left;">At the Annual Meeting, staff members provided an overview of CWC activities and accomplishments during 2012. They included:</p>
<p style="text-align: left;">•     Completion of 80 property connections to the Ashland wastewater treatment system, commencement of construction on the Trout Creek Community Wastewater Management Project, and progress on designs of wastewater systems in Lexington and South Kortright.</p>
<p style="text-align: left;">•     Completion of seven stormwater control projects, in Andes, Mt. Tremper, Walton, Kortright, Delhi and Woodstock</p>
<p style="text-align: left;">•     Repair and/or replacement of 292 residential septic systems throughout the New York City Watershed West of the Hudson River (WOH). Another 153 homeowners were reimbursed half the cost of pumping and inspecting their on-site systems trough the CWC’s Septic Maintenance Program.</p>
</div>
<p style="text-align: left;">•     Replacement of two septic systems for businesses: Rocco’s Steakhouse and Speakeasy in Shandaken, and Stone Tavern Farm in Roxbury</p>
<p style="text-align: left;">•     Award of 22 Watershed Education Grants totaling just under $120,000 to schools and organizations serving students and teachers in the WOH Watershed and in New York City.</p>
<p style="text-align: left;">A temporary program to help property owners and municipalities remove debris left in streams by Tropical Storm Irene in August of 2011 was completed in 2012. Eighty-seven projects were approved for reimbursement.</p>
<p style="text-align: left;">Total program expenditures in 2012 came to $14 million, most of which was circulated among contractors, suppliers, businesses and community organizations throughout the 1600-square-mile region where the CWC works.</p>
<p style="text-align: left;" align="center"><strong>E</strong><strong>conomic Development</strong></p>
<p style="text-align: left;">In addition to programmatic expenditures, the CWC, through its Economic Development program, distributed millions more in loans and support for flood damaged businesses and for special projects.</p>
<p style="text-align: left;">The Business Flood Recovery Program distributed a total of 150 grants totaling more than $3 million to help commercial enterprises get back in operation following the 2011 storm.</p>
<p style="text-align: left;">Ten low-interest REDI Loans totaling $2.7 million were provided to businesses large and small in Watershed Towns. These loans, which leveraged an additional $1.4 million, are expected to save or create 58 jobs.</p>
<p style="text-align: left;">Among special projects funded by the Catskill Fund for the Future (CFF) was the expansion of the New York City Reservoir Recreational Boating program. The CWC supported boat cleaning vendors, portable toilet rentals, and brochure production. Nearly 1,000 boaters enjoyed the Pepacton, Neversink, Schoharie and Cannonsville Reservoirs last season. <p style="text-align: left;">Another of the special projects supported by the CFF was the redevelopment of the Ashokan Center in Olivebridge, completed in late 2012. A new, energy efficient campus has been sited above the Esopus Creek with assistance from the NYC Department of Environmental Protection which uses the valley as a release outlet for the Ashokan Reservoir.</p>
<p style="text-align: left;">The eCenter in Margaretville, a project of the Catskill Development Foundation, was also supported by the CWC. It expects to welcome its first business tenants soon.</p>
<p style="text-align: left;">Ongoing CFF-funded projects include the Catskills Grass Bio-Energy Project, the extension of broadband service by Margaretville Telephone Co. into southern Schoharie County, and renovations to the Mountaintop Library and Learning Center in Tannersville.</p>
<p style="text-align: left;">Special educational activities sponsored by the CWC in 2012 included professional development workshops for engineers, septic designers and contractors; training for municipal officials and planners; a disaster preparation seminar for community leaders and agency representatives; and three free performances of Arm-of-the-Sea Theater’s “City That Drinks the Mountain Sky,” which brought the development of the NYC water system to life for more than 300 people.</p>

The conference will have a number of exciting and informative speakers including a presentation on &#8220;New Trends for Sustainable Catskill Communities&#8221; that will describe why Catskill communities historically developed near streams and the implications of this development for the future.</p>
<p>Also to be featured is an in-depth case study of stream management and flood mitigation projects in and near the hamlet of Phoenicia, which will include a discussion with the scientists, government officials, and community leaders who worked on projects following Tropical Storms Irene and Lee in 2011. Throughout the day speakers will talk about how Catskill Mountain communities can change to become more resilient in the face of larger floods and climate change. Attendees have an option of three afternoon breakout sessions. They include a session for municipal officials on how to craft a strong floodplain management ordinance taught by an experienced land use law attorney. There will be a session taught by a NYSDEC Floodplain Management Coordinator on understanding the changes that have occurred in the National Flood Insurance Program (NFIP) since the passage of the Biggert-Waters Flood Insurance Reform Act of 2012.  The Act makes substantial changes to how the NFIP is managed, and to flood insurance coverage, rates, and premium structures. There will also be a session on how to create your very own rain garden taught by a Cornell Cooperative Extension Master Gardener and an Environmental Resource Technician from the Ulster County Department of the Environment, followed by a tour of the Ashokan Center&#8217;s rain gardens. The day will finish with your choice of an optional hike to Cathedral Gorge led by environmental educators from the Ashokan Center, or a fly tying class taught by a member of the local Trout Unlimited Chapter.</p>

<p>The collection event, which is partially funded by the New York State Department of Environmental Conservation, was created to bring hazardous waste disposal services into the community and to provide a drop off location for Ulster County residents.  By offering alternatives for the safe disposal of household hazardous waste, Ulster County is taking a proactive role in protecting the environment and public health by preventing these items from ending up in landfills or contaminating water sources and wastewater treatment plants. Household hazardous waste is the discarded, unused or leftover portion of household products containing toxic chemicals.  Household hazardous waste usually can be identified by labels such as: &#8220;Warning,&#8221; &#8220;Caution,&#8221; &#8220;Poisonous,&#8221; &#8220;Toxic,&#8221; &#8220;Flammable,&#8221; &#8220;Corrosive,&#8221; Reactive,&#8221; or &#8220;Explosive.&#8221;</p>
<p>Acceptable materials for the collection event include automotive products (transmission fluid, brake fluid, antifreeze, kerosene and gasoline); pesticides &amp; herbicides, small propane tanks, solvents &amp; thinners, varnishes &amp; waxes, household cleaners &amp; corrosives, pool &amp; photographic chemicals,  mercury switches &amp; thermometers, fire extinguishers, fluorescent bulbs, oil-based paints, car batteries, used electronic equipment and expired/unused over-the-counter or prescription medications.</p>

				<content:encoded><![CDATA[<p>MARGARETVILLE, March 4, 2013 –Twenty-four paintings and three photographs created by members of the Olive Senior Art Class are now on view at the Catskill Watershed Corporation (CWC), 905 Main Street, Margaretville.</p>
<p>The work will be displayed through the end of April and can be seen week days from 8 a.m. to 4:30 p.m.</p>
<p>The Senior Art Class, sponsored by the Town of Olive, has been in existence for five years.  A dozen aspiring artists, under the facilitation of Judith Boggess, have been meeting Monday mornings at the Reservoir Methodist Church.  These weekly sessions have created bonds of friendship and some very fine paintings.  A sampling of the work of each participant is on display at the CWC.</p>
<p>The paintings extol the beauty of Olive, Ulster County and beyond.  Living in the Catskills provides the artist with an endless source of inspiring landscapes.  The Ashokan Reservoir, the Esopus Creek, Kenozia Lake (also known as Temple’s Pond) and the majestic vista of High Point are some of the local scenes captured on canvas.</p>
<p>Artists contributing work to this show include Christina Gardner, Janette Kahil, Evelyn Konjas, Lois Ostapzuk, Christine Benardcik, Jane McCabe, Sue Cocozza, Carol LaMonda, Ann Fitzsimmons, Judith Boggess and Gert Kaiser.</p>
<p>The CWC is a non-profit, Local Development Corporation responsible for several environmental protection, economic development and education programs in the five-county New York City Watershed West of the Hudson River.</p>
