Minutes of a workshop meeting of the Town Board of the Town of Olive held Thursday, September 7, 2000, 7:30 pm at the Town Meeting Hall Police Department Office. The purpose of the meeting as announced at the September 5th Town Board meeting was to review the codification of Town Laws and to discuss upcoming budget issues.

Supervisor Leifeld stated he has spoken with Rusty Monroe of Telecom Associates regarding the status of their fulfilling promises made during the adoption of the Wireline Law. The general consensus of the Town Board was that Rusty Monroe's job as agreed upon in the contract was to negotiate on behalf of the Town with Time Warner. The Town Clerk will provide Town Board members with copies of the wireline contract and minutes of the public hearing on the Wireline Law.

On a La Monda/Burkhardt motion the Town Board agreed that after researching the minutes and contract a letter should be sent to Telecom Associates and Mr. Monroe regarding the bills submitted.

The Town Board reviewed General Code Publishers sample legislation for Conservation Advisory Council, Peddling and Soliciting, and Subdivision of Lands.

The Town Board agreed to use sample legislation from the Town of Riverhead and amend it to include a five (5) member council, require an up to date inventory be maintained, and have the CAC advise the Planning Board and ZBA in addition to the Town Board.

In reviewing sample Peddling and Soliciting Laws, the Town Board agreed to utilize the basic legislation from the Town of Amherst making the following adjustments: 1) change "shall" to "may" in Section 148-8 B, 2) Section 148-9 should read fees will be consistent with schedule of fees as adopted by the Town Board thus inserting Town of Brighton's Section 121-8 A & B, and 3) add Town of Brighton's appeals procedure Section 121-11 A, B, C, & D. 

In reviewing Subdivision of Land the Town Board agreed that 1) General Code should provide for readoption by the Town Board through the Code Adoption Local Law, 2) delete the fees amount and place wording that the fee shall be as set from time to time by resolution of the Town Board, 3) change filing days from "60" to "62" to be consistent with Town Law, and 4) add a section establishing a penalty at the statutory maximum for a violation of $250/15 days.

At the request of Council Member Chase the Wireline Law will be resubmitted to General Code Publishers to provide for a clearer copy with grammar and typographical errors corrected.

The Town Board had a general discussion regarding the 2001 Town Budget and were updated on the proposed swimming pool and Davis Park Project.

All business pertinent having been discussed the Town Board adjourned at 9:37 pm on a Leifeld/La Monda motion.
