Minutes of the monthly audit meeting of the Town Board
of the Town of Olive held Monday, May 5, 2003, 7:30 pm at the Town Meeting
Hall in Shokan, NY.

The Town Board audited the bills for the month of April and
set the agenda for the May 6th meeting.
Lengthy time was spent with the Town Board members and Fire
Department representatives reviewing and redrafting the proposed resolution
supporting a mandatory referendum for a Service Awards Program for the Olive
Fire Department, Inc.
Supervisor Leifeld explained to the board members that one
of the three businesses that agreed to participate in the Empire Zone has
not paid the agreed upon $1,600.00 that was due June, 2002. Questions arose
as to whether or not Bread Alone has received benefits from being in the Empire
Zone. General consensus of the Town Board was to have Supervisor Leifeld
forward this matter to Attorney for the Town Peter Graham.
All business pertinent having been discussed the Town Board
adjourned at 9:30 pm on a Leifeld/La Monda motion.

Minutes of the monthly meeting of the Town Board of the
Town of Olive held Tuesday, May 6, 2003, 7:30 pm at the Town Meeting Hall
in Shokan, NY.

On a Johansen/La Monda motion the Town Board unanimously approved
the minutes of the previous months meetings as submitted by the Town Clerk.
The following correspondence was read and filed:
#34-03
Susan Rounds, Executive Director of the American Red Cross
Ulster County Chapter, stated they are working with NYS Senator Bonacic to
provide Automatic External Defibrillators throughout our community.
#35-03
On a La Monda/Chase motion the Town Board unanimously approved
the appointment of Christopher Lockwood of Boiceville as member to the Olive
Fire Department.
On a La Monda/Johansen motion the Town Board approved payment
of the following audited bills: Highway Vouchers #115-#157, $24,304.81; General
Fund Voucher #154, $83,621.51; General Fund Vouchers #155-#212, $37,419.21;
and Street Lighting Voucher #4, $35.14.
Under Old Business: Supervisor Leifeld stated that price quotes
were received for replacing the garage flat roof. He noted that if the town
changes the roofline on the garage it would require architectural plans with
specifications for bidding. He stated the general consensus of the Town Board
is to replace the flat roof. Supervisor Leifeld noted that price quotes were
received from Colonial Roofing, Cama Roofing, and Advantage Roofing. On
a Chase/Johansen motion the Town Board unanimously accepted the price quote
from Cama Roofing in the amount of $6,800.00, which includes tapered insulation.
Supervisor Leifeld stated the Town Board has reviewed the applicants
for the Planning Board vacancy. Council Member Chase asked if Michael Pantliano
could submit a resume. On a Burkhardt/La Monda motion the Town Board approved
the appointment of Michael Pantliano. Roll vote being: Johansen, abstained;
Chase, yes; La Monda, yes; Burkhardt, yes; and Leifeld, yes. Mr. Pantlianos
term will begin immediately and will expire 12/31/2007.
Supervisor Leifeld distributed to Town Board members copies
of the complete plan regarding the service awards program for the Olive Fire
Department. Supervisor Leifeld stated Attorney Graham informed him that
since the Town of Olive does not have a Board of Fire Commissioners the process
for implementing a service awards program is done completely different from
most fire companies. He stated that Mr. Graham noted the service awards program
salesman prepared the original resolution presented to the Town Board. Supervisor
Leifeld read Resolution #4 of 2003 in its entirety. On a Leifeld/Chase motion
and unanimous roll vote the Town Board approved Resolution #4 of 2003 establishing
a service awards program for volunteer firefighters subject to a mandatory
referendum. Said referendum will be held at the General Election on November
4, 2003. Roll vote being: Johansen, yes; Chase, yes; La Monda, yes; Burkhardt,
yes; and Leifeld, yes. The proposition shall read: Should the Olive Town
Board establish a Defined Benefit Service Awards Program for eligible volunteer
firefighter members of the Olive Fire Department, Inc., at an estimated annual
cost of $101,831.00 for the first ten years?
The following committee reports were submitted:
FIRST AID liaison Council Member Chase submitted report #36-03
noting the unit will have an Open House on Sunday, May 18th 1-4
pm at the Jim Thomas Training Center with the Town Board providing two food
platters for the event. On a Chase/La Monda motion the Town Board approved
said expenditure. The First Aid Unit has given the new Boy Scout Troop permission
to use the Training Center as a meeting place. Council Member Chase submitted
report #37-03 showing monthly activities for the Olive First Aid for the months
of February and March.
Supervisor Leifeld stated the Town Board has discussed the
First Aid Unit situation and today he discussed with Barbara Wright the possibility
of Town Board members attending the regular meeting of the First Aid Unit
on May 13th. The Town Board members agreed to attend.
PARKS & RECREATION liaison Council Member Chase submitted
report #38-03 stating Little League registration was March 31st,
the Recreation Director attended a Camp Directors meeting sponsored by the
Ulster County Health Department; the Recreation Committee discussed the types
of pool furniture needed for the pool area; the town residency policy will
be abided by this season; the tennis courts at Grant Avery Park need attention
and repairs; Youth Basketball was completed on March 29th; and
the adult softball program started May 5th.
FIRE DEPARTMENT report #39-03 showed a total of 39 responses
made by the departments volunteers during the month of March.
TRANSFER STATION liaison Council Member Burkhardt submitted
report #40-03 stating March revenues totaled $5,520.00 with 16 roll-offs removed
at a cost of $4,236.40.
POLICE COMMISSIONER La Monda submitted report #41-03 stating
the department handled five arrests for the month of April, one being a burglary
resulting in the recovery of $8,000.00 in stolen items.
HIGHWAY liaison Council Member Johansen stated that out of
respect for the death of Highway Committee member Bruce Trowbridge, the committee
did not meet this past month.
TOWN CLERK Rozzelle reminded all that May is the last month
for her office to collect taxes for this year. She stated that with the help
of part time clerk Brenda Van Leuvan they are undertaking the purging of Town
of Olive court records.
On a Leifeld/La Monda motion the Town Board approved transferring
$5,000.00 from A1990.4 Contingency to A1460.1. Records Management.
On a Leifeld/Johansen motion the Town Board approved transferring
$5,000.00 from DA5110.4 General Repairs to DA5142.4 Snow Removal.
Council Member Chase noted that 2004 would mark the celebration
of the Catskill Park Centennial. She stated an article about an upcoming
event regarding this celebration has been published in GUIDE magazine.
In response to questions as to whether or not the DEP would
open the lemon squeeze, Council Member Johansen stated with information obtained
from DEP officials she feels they will never open Monument Road.
All business pertinent having been discussed the Town board
adjourned at 8:45 pm on Leifeld/La Monda motion in memory of Arla Ackerman,
Imogene A. Swarthout, James Thomas, and Bruce D. Trowbridge.
